two things- 1 i had the windows firewall on whatever the setting is for "public network", that probably blocks more than usual so i disabled it. also my uni uses some kind of proxy vpn connection thing, we have to log in with our own username, and like all of us have the same IP, thats like thousands of people on the same IP address, so I dont know if that is why we cant connect
