It's a stepping stone to eventually requiring 3rd-party age-verification attestation that gives you a signed token at the OS level, they will say, "okay now that every OS already asks your age and the API is in place, let's make it truly verify your age to protect the children".
Websites and services will soon require this API, and yes for the time being your web browser can absolutely just lie about it. Phones and apps not so much, and in the future like I said they'll be wanting a signed token.
