I have a theory he might just be trying an entire month shutdown to get the site delisted from spammer's spam lists, that's just wishful thinking though. If it stays shutdown past the 25th, and it's because the hosting bill wasn't paid, I think they delete the site cause it's been 1 month, then yes it's over.
