i don't think i ever seen ogg used anywhere, i ran ffmpeg without any arguments to see to what ffmpeg will convert the video stream and it's using something called theora, never heard of it before
tried uploading it but got a unknown file format, i think it should work inline if you were to add
$config['allowed_ext_files'][] = 'ogg'
