I bite my nails, wash them a couple dozen times a day, and apply moisturizer in the winter. Only maybe half a dozen to a dozen of those times are washed with soap, however; the rest are just hot water (and I carry out even more microwashes throughout the day). The moisturizer isn't enough, just the other morning I noticed my knuckles were bleeding. Either I bite my nails less than I used to or my technique has gotten better, since I only deal with pain and/or blood from biting too short once in a blue moon these days. And I don't bite my cuticles like I used to.
