I knew that was Kero Kero Bonito which is IMO the most cringe band to ever exist
But there was some sort of remix hard-carrying that.
And it took me a long time to find this but yes, it's "マクロスMACROSS 82-99" which I know makes some decent music mocking 70s and 80s Japanese funk.
