Legislation has always been behind on tech. Hit or miss, section 230 is a really powerful shield on tech companies that lets them not care about criminal actions on their platform making policing this kind of thing.
A craiglist spinoff for the longest time had some sketchy minor prostitution circle and the admin of the site didn't get in any shit because he was just an owner. They reworked the laws a bit, but it's still a very easy job to be an admin of US servers.
Flat out rejecting sect230 will kill youtube and others so it's not going to happen under any tech centered government, but I think it's going to be heavily altered making smaller sites which can't afford lawyers impossible to host this kind of stuff, meaning crackdowns on larger platforms will make it disapear and the smaller platforms that negatively effect imageboards will have to deal with site destroying lawsuits when they don't cease-and-desist.
