– $4000 for under $100k income (not clear if it's once or multiple times, and forget who)

On the other hand there is this treasury list of ideas that says
– Taxpayers based on income.
The treasury works closely with Trump so this seems most likely to get streamlined. Hopefully they consider some of the issues (like what about people whose income drastically decreased since 2019? Another big problem). It's
possible that the emergency status and the difficulty of quick vetting for income levels will make them go the easy way (bureaucratically) and throw money at everyone with an SSN.
