they do that in western animation too, heck it's not that uncommon for it to be done in theatrical plays either.

Not 100% sure but I think it only really came about when Peter Pan was played by women in musicals and stuff. The whole idea of Peter Pan's character is of course being a boy and not a man, the character would be broken immediately if it was played by a man.

Boy's are usually voiced by girls. Although Makoto from Kokkoku is voiced by an actual kid and you can really tell.
