Drug tests don't even come close to testing for all drugs, and many of the drugs they test for can be made undetectable by stopping use for a few days, then continuing to use them once you pass the drug test. Also drug tests cost a lot of money.

Almost the entire welfare system should be destroyed and replaced with basic income, while at the same time having very strict anti-immigration laws. The few immigrants who do get in should not be allowed to receive basic income, nor should their descendants for at least 5 generations.
