People will wear masks when they are sick to prevent the spread of the infection/germ out of public benefit. This is driven home in Japanese mind set of protecting the community and other Japanese or rather their nation.
People also wear masks when they are afraid of getting sick if they feel it necessary.
The Chinese often do this too, but more so when a wide spread virus has been confirmed by the local/city communist government.
