There are at least three major issues if only "taxpayers" get it and it's based on filing taxes.
1. People who make under a certain threshold each year are not required to file taxes.
2. People who entered the workforce in 2019 may not have filed taxes, nor would people who entered the work force in 2020.

This plan also only has two payments.
On the bright side, this is just a plan of what the Treasury wants to see, there are multiple House members that have plans that include "all adults" or even "adults and children". And plans that are monthly until there is no state of emergency.

Hopefully they consider the limitations of using tax returns and we can get a mini UBI preview which would be a stepping stone into UBI.

There's nothing set in stone. There are multiple house proposals such as:
– $1000 one time (Romney)
– $1000 every month until emergency is over (Tulsi)
– $4000 for under $100k income (not clear if it's once or multiple times, and forget who)
– $2000 a month (different people including Bernie and someone else)

On the other hand there is this treasury list of ideas that says
– Taxpayers based on income.

The treasury works closely with Trump so this seems most likely to get streamlined. Hopefully they consider some of the issues (like what about people whose income drastically decreased since 2019? Another big problem). It's possible that the emergency status and the difficulty of quick vetting for income levels will make them go the easy way (bureaucratically) and throw money at everyone with an SSN.
