Israel has the most liberal doctrine in the usage of nuclear weapons. More liberal than either Russia or the US. Israel is the smallest country with nukes. It stretches barely 60 km from border to coast. A single bombing run can kill a large percentage of the Jewish population.
In addition, Israel has also stated they will use nukes if their air force is wiped out. No other country has this stipulation.
Couple this with the fact that Jews are naturally paranoid and believe nuking countries is self-defense, Israel is most likely the next country to use nukes, and the one to start WW3.
